Does anyone know renters rights for Pico Rivera in los angeles? I have a question?

I just moved into an apartment about a week now and this new apt is terrible. It's impossible to sleep in due to the heavy traffic and noise from the street. Trucks constantly drive by making mive noise and shaking the entire apt keeping me and my family up through out the night. This is horrible. Is there any thing I can do? Is it too late to request my deposit back? I'm located in Pico Rivera, CA. I signed the lease about a week ago and since then my stay here has been a nightmare. My family and myself can't get any rest, they get up at night scared because of the rattling of the windows and the entire apartment. Please send recommendations.
