Do we have any concept at all of being at war with Islamist extremists?

It is true, the Rules of Engagement have changed dramatically since WW2/Vietnam. We are currently not allowed to use artillery or air strikes near any civilian populated area due to the potential of collateral damage. Back in the day, when we moved into a town, we would just level the entire town, kill the stragglers.
