My neighbour has three cats which are using my garden as a toilet?

they are shi+ting on the vegetable garden & the cinder paths. i have been spreading pepper around to try to deter them, but i don't see why i should have to put up with clearing up after someone else's animals. i really don't want to have to shoot them but i am really getting pissed off about this, any sensible ideas anyone. thanks
