South Hadley Teens charged with statutory ?

Hi. Ive been following the Phoebe Prince case and how terribly she was bullied. I also read that a 17 year old and an 18 year old were charged with statutory , which is with a child under 16 in M. Will the 17 year old face lighter charges because he is closer in age? If no, then if one of them was 16 could they still be charged with ?
