Do you approve of this legislative bill affecting cat owners?

It seems like a good idea to me. Veterinary bills can be quite a handful, and some people just don't have the money to pay them. This bill will help them out a lot. It'd be better than the owners having to put their cat down, or into a shelter. I believe it will benefit both cat and owner(cats get medical attention needed, owners are able to pay for it).
